President Ruto Announces Major Government Appointments As Former Police Spokesperson Charles Owino Appointed Government Spokesperson Taking Over From Mwaura.

President William Ruto has announced a series of appointments and changes in government institutions aimed at filling vacant positions and strengthening public service delivery.

The President has appointed seven individuals to serve in various Constitutional Commissions and Independent Offices. They include Wilson Kuria Thuita from Murang’a, Silvia C. Apaa from Busia, Ahmed Kanyara Bishar from Wajir, Pascalyne Ntang’enoi Kimiriri from Laikipia, Ken Riaga from Migori, Evalyn Chepkirui Aruasa from Nakuru, and Mary Nanjala Kilobi from Nairobi.

The same officials have also been nominated to serve on the Intergovernmental Relations Technical Committee, or IGRTC. Their appointments are subject to approval through the National and County Government Consultative Forum, in accordance with the Intergovernmental Relations Act.

In another key development, the Public Service Commission has approved the redeployment of senior government officials. Isaac M. Mwaura has been appointed Head of the Office for Diversity, Inclusion and Rights of Persons with Disabilities in the Office of the President.

Charles Owino Wahong’o has been transferred from the Ministry of Information, Communications and the Digital Economy to serve as the Government Communications Director and Government Spokesperson in the Office of the President.

President Ruto has also forwarded several nominations to Parliament for approval. Dr. Duncan Ojwang Oburu has been nominated as Chairperson of the Independent Policing Oversight Authority, IPOA. Antonina Lentojoni and Wilson Sossion have been nominated as members of the Teachers Service Commission, while Flora Mutua has been nominated to serve as a member of the Public Service Commission.

Additionally, the President has appointed a Technical Committee on Intergovernmental Relations to enhance cooperation between the national and county governments. The committee will be chaired by Mohamed Abdikadir, with Jane Kaijju serving as Vice Chairperson. Other members include Ndegwa Kiuna, Richard Ndubi, Patrick Kilemi, Vincent Kioko, Grace Leparan Kutung, and James Rateno.

The government says the appointments reflect its commitment to strengthening good governance, promoting transparency, and improving service delivery for all Kenyans.
